The main aim of JUPITER is to demonstrate the potential for energy reductions and environmental improvements in urban areas by:

• implementing a range of integrated transport policies aimed at increasing the use of public transport and reducing the use of private transport,
• introducing advanced system for both traffic and public transport management,
• introducing new, fuel-efficient public transport vehicle,
• evaluating alternative fuel technologies.

The system is based on KITS, a multi-module, multi-function tool for traffic management designed and developed under the Transport Telematics programme (DRIVE I project V1055, DRIVE II project V2039 KITS).

The tool is conceived to operate in conjunction with traffic control systems available in today’s TCCs, supporting tasks such as traffic surveillance, detection of traffic congestion, management of traffic signal strategies.

The system is comprised of several functional components including:

• management and completion of traffic data from sensors,
• traffic classification and situation detection,
• identification of critical conditions,
• selection and management of remedial actions.

An application model of the KITS system has been developed under JUPITER for an area in the urban network of Florence.
